In the wake of President Ostrov's death, Elizabeth and President Dalton fear a power grab within the Russian government. Also, the government's Cybersecurity Coordinator Oliver Shaw (Kobi Libii) works to identify the hacker who interfered with the communication system on Air Force One, and Jay devises a plan to fight Russian propaganda.

After an American aid worker is killed in Syria by the first known American ISIS leader, Elizabeth recalls all aid workers stationed there, including her brother, Will, and makes it her mission to get justice for the victim. Also, Henry is conflicted when Dmitri asks for help saving Ivan, who has been called back to Moscow.

Just before Elizabeth is about to go to Cuba to attend the reopening of the embassy, she tries to lift the trade embargo on Cuba. She scurries to drum support and just when she thinks it's all set, a Senator cries out he will not support it because Cuba is harboring a woman who almost 40 years ago killed a policeman and after her trial, escaped to Cuba where she's been since. When Elizabeth goes to Cuba she tries to get the Cubans to turn her over but they refuse. Elizabeth goes to see the woman who says she was unfairly persecuted because she's black and member of a radical group. (Kevin Rahm) hatch a plan to oust Craig Sterling (Julian Acosta) from his role as National Security Advisor without tarnishing President Dalton with a scandal. Also, Ephraim Ware (Clifton Davis), the Director of National Intelligence, identifies who hacked Air Force One.

Just as the President is about to declare war on Russia for the cyber attacks on Air Force One and on the Ukranian President's plane, Elizabeth is about to address the UN calling for support. But Henry tries to tell her that the information Dimitri got shows that Russia is not behind the cyber attacks. But when she arrives there are protesters outside the embassy and they are being led by the Ambassador who is in full Buddhist garb. He is arrested and Elizabeth informs him he's been relieved of his duties and is being sent back to the US. But before leaving he meets with the President to plead with him not to agree to the treaty when the President says no, he pulls a gun holding him there. Efforts to negotiate the release of the Nigerian schoolgirls take a serious turn when the Marburg Virus infects the emissary sent to secure their return. Aid organizations struggle to contain the outbreak in volatile Cameroon amid threats of terrorism. Elizabeth agonizes over offering an experimental but effective treatment to the infected leader of the terrorists in exchange for the release of the girls and safety for the aid organizations treating the people. They were told to pull out when things got hairy but they decide to stay. They find Desai but they are trapped. So Elizabeth tries to find a way to get them out and she's offered help from the Chinese. She also learns there's a problem at her daughter's school in regards to a trip she wants to go on but because Elizabeth didn't sign the permission slip she might not go. She tries to fix it but she doesn't have a good relationship with the the school's Principal. The Russians approach her asking for a traitor and they offer something she didn't expect.
